Unchecking create features using templates removes Edit Vertices toolbar in my 10.2

I noticed that if I used the Advanced Settings Utility in 10.2 to turn off Create features using templates, I lose the Edit Vertices toolbar; totally. I don't have the option to turn it off or on in the list of toolbars. If I then check the Create features box the toolbar returns. I ran a Repair install and there's no change. That's an odd combo.
