We retired an old server that was running the ARCGIS licensing manager for 9.1. Was running fine.
Installed the license manager, and senitinel key with new license file from Customer Service.
The "new" computer is running Windows XP 32-bit SP3. I've moved the license manager before, and as long as was up and running, there were no issues.
On the computer with the license manager, When I display the hardware key status, it shows:

The Sentinel driver is installed and running.
Sentinel Driver Version PD-7.150
ESRI_SENITINEL_KEY=37102848
When I check the License Manager the status is as follows:

These are the same version that were working on the previous computer running License Manager.
I DID test from the client machine using a TCP tool and port 27004 is indeed listening.

All firewalls are turned off. Antivirus has been disabled. I'm at a loss for why the two of them are not communicating. We are dead in the water. Of course 9.1 is no longer supported, and we've been trying to budget to upgrade to 10.1.
