10.2 - ArcGIS Administrator and others crashing on startup

Hi Folks, been banging my head on this one for a week and a half. Hope somebody can give me an avenue to pursue because I'm running out of ideas. I'm having this exact problem:

I run the arc10 license server version 10.2.0.3348. I have 100 machines that run identical hardware, identical software installs and on only ONE of these boxes Arc programs crash on startup. All the rest work flawlessly. wat?! It can't be software version or file permissions because if I reimage the box with a known good working image it still does this. It doesn't seem to be the server, other machines work, there are plenty of free licenses, the server logs for this machine looks like this:

So it looks like the server is actually allowing and checking out the license to the client for the duration of the time the crash report is on the screen, unless it's not and it's just tracking attempted usage. I don't think there is a blacklist, or if there is I can't find it. Is there a way to turn up logging on the server side so I can see if the server is denying?

On the client if you run any Arc application it fails hard and shows you the "Arc <whateverprogram> has stopped working". Details from this are here:

I tried swapping the network cable with a known working machine and it didn't work.

I also swapped the nic to verify it wasn't a nic problem. Still broken same way.

Checked firewall on License server and it is definitely off.

Checked for logs on local machine and there are none that seem useful.

Tried to run Arc Administrator on the broken machine and it failed in the same way as the other programs.

I was getting desperate so i captured traffic during Arc start time on both the broken client and a working client. Inconclusive, the handshake with the server is pretty complicated, I couldn't identify the source of the failure.

OK, lemme know if there's anything else I can provide that'd be useful.

Any other ideas for things to try? Might need to start look for a door that needs a new doorstop ;)
