ArcGis Map Intranet setup

I have an intranet application and there is a new requirement to implement map in it. My requirments are,

1) I need to implement map interface with c cached data or proxy map server (internet connection is not available)?

2) How can I incorporate ArcGis in my application?

3) What are the features ArcGis providing?
